Is it normal for a 6-month-old to reject water?

It is completely normal for babies to reject water when they first start solids, as they receive adequate hydration from breast milk or formula. Treat water introduction as a skill-building exercise rather than a nutritional requirement; model the action of drinking from an open or straw cup, keep it low-pressure, and make it fun. It can take several weeks or even months for a baby to master the coordination required to sip from a cup or straw.
