What should I do if my 7-month-old is on two meals a day?

At 7 months, solids remain 'complementary' to breast milk or formula, meaning they should not yet replace primary milk feeds. You can certainly offer two different foods for the two meals; rotating ingredients helps expose the baby to a wider variety of textures and flavors. Remember that this stage is about exploration and skill-building rather than meeting specific calorie targets, so follow your baby's hunger cues and keep mealtimes relaxed.
